Adds a
sdk-test-procedure-cstest to the other test modules insdks/rust/tests/test.rs.Functionally
sdk-test-procedure-csperforms all the operations as the Rust testsdk-test-procedurebut through C#, fulfilling the requirements of Issue #3951API and ABI breaking changes
No API or ABI changes, this only adds a test.
