This issue is upstream, wayland support is experimental for XFCE and it looks like specifically xfdesktop is not ready. It will just render at the resolution it is set at when launched. You can also not change the wallpaper, though other xsettings all work for theming just the pipe to xfdesktop is broken.
You can fix the wallpaper by running killall xfdesktop && xfdesktop but this is not permanent and again it is stuck at the resolution that is set at the time you do this.

Icons are still functional across the whole desktop this is just mostly visual.
Going to try to see if we can just do a solid color for now as a workaround.
