Update Min Web API tutorial to use Codespaces enabled sample

Description

• Update the tutorial to refer to the latest VS and .NET 10.
• Add code snippet names in the app sample that has been moved to the samples repo:
  • https://github.com/dotnet/AspNetCore.Docs.Samples
• Update links to the sample. If there is any inbetween code state steps, add a special folder for those that we can agree on to use in all such samples.
• Follow up later with data on how often folks are follwing the link to the codespaces sample.
